The U.S. Army Corps of Engineers (USACE) is taking public comments on a 2026 Draft Supplemental Environmental Impact Statement (SEIS) for a coastal storm-risk levee and floodwall system in Orange County, Texas. The project sits under the Sabine Pass to Galveston Bay (S2G) Coastal Storm Risk Management and Ecosystem Restoration effort. A public meeting is set for Tuesday, October 20, 2026, from 6 to 8 p.m. at the Bridge City Community Center, 105 Parkside Dr., Bridge City, Texas. The 45-day comment window that opened September 11 ends Monday, October 26, 2026.
USACE Galveston District is partnering with the Gulf Coast Protection District. The draft SEIS supplements the 2017 Final EIS and compares environmental effects of proposed modifications to the authorized project, including a No Action Alternative.
Preferred Modified Plan (as described in the public notice)
The preferred Modified Plan Alternative includes:
- 19 miles of levee
- 5 miles of floodwall
- 14 pump stations
- Two navigable sector gates at Adams and Cow Bayous
- 33 closure structures
- 41 drainage structures
- 25 miles of interior drainage channels
The notice also describes a compensatory mitigation plan (wetland credits, freshwater emergent marsh restoration/creation, and coastal prairie restoration) to offset unavoidable impacts.

Comments become part of the administrative record. After the comment period, USACE plans a Final SEIS and a Record of Decision no sooner than 30 days after EPA publishes the Final SEIS Notice of Availability in the Federal Register.
Clean Water Act / coastal notes from the notice
The site is in the Texas Coastal Zone and needs Texas Coastal Management Program certification. The proposal triggers Clean Water Act Section 401 review; TCEQ began that process in August 2026. State water-quality certification questions: 401certs@tceq.texas.gov.
