It is not a government site. It is not legal advice. It does not refer you to a lawyer. It is not the power company, the gas company, or a law office. It does not fill out forms for you, and it does not charge you to “sign you up.”

What LIHEAP is, and how it differs from the utility bill
LIHEAP is the federal Low Income Home Energy Assistance Program. It helps low-income households with heating or cooling costs. States, tribes, and territories take the applications. The federal government does not take your application itself.
Start with the official ACF contact map, not with a phone ad. The map lists a contact for each state and territory: https://acf.gov/ocs/map/liheap-map-state-and-territory-contact-listing
The utility bill is a different door. The company that sends the light or gas bill can shut off service. The LIHEAP office is a separate office that may help pay part of heating or cooling. A payment plan with the company is not LIHEAP. LIHEAP is not the same thing as the bill.
What the guide covers
The usual help is a payment toward winter heat or summer cooling, if your state has that part open. LIHEAP does not usually cover water or sewer. There is a narrow exception when water is used to cool the home, such as an evaporative cooler. If your bill mixes power and water, ask the LIHEAP office which line they can touch. Do not guess from a bank app.
The program does not wipe out the whole bill. Money for the year runs out. The Pasos USA guide says that, in a given year, about one in five families who could qualify may receive a benefit. A “no” can mean the funds are gone, not only that income was too high. If you are denied, the notice should say how to ask for a review. This paper does not read your notice or calculate your case.
Each place sets its own dates, income limits, and papers. Some offices accept people who already have SNAP, TANF, or SSI. Others ask for income and how many people live in the home. Bring what that office published this year, not what worked in another state.
Two calls, in this order
First, call the utility company before the due date. Ask about a payment plan, an extension, or a written agreement. Write down the name of the person you spoke with, the date, and a confirmation number. Ask for the agreement in writing. A plan with the company is an agreement with the people who can shut off your service. It is not LIHEAP.
Second, find the LIHEAP office. Use the ACF map, or call the NEAR line at 1-866-674-6327. NEAR answers Monday through Friday, 9 a.m. to 7 p.m. Eastern time. That line gives orientation only. It is not the desk that approves your case.
Nobody should charge you to dial that number or to “get you in.” If a message asks for a debit card to reserve the help, hang up.
Steps the guide walks through
- Get the bill and the account number. Note the name on the account, the service address, the due date, and the balance. If light and gas are on one bill, mark each line. Do not send a photo of the bill to a stranger.
- Call the utility before the due date. Ask for a payment plan or an extension. Get the agreement in writing, or get a confirmation number. Write down the day, the time, and the name.
- Find your state or territory LIHEAP office. Use the ACF map or the NEAR line, 1-866-674-6327, Monday through Friday, 9 a.m. to 7 p.m. Eastern. The federal government does not take the application.
- Read this year’s rules, not a neighbor’s old rules. Check opening dates, income, people in the home, and whether they ask about SNAP, TANF, or SSI. The ACF fact sheet explains the program. Your state says whether you are inside the rules.
- Gather only the papers that office asked for. That may include identification, proof of address, a recent bill, and proof of income, if the list says so. Do not pay someone to build the packet for you.
- Turn in the application through the official channel: the portal, the appointment, or the mail address the office published. Save the confirmation number. If a paper is missing, ask which one. Do not upload extra documents to a strange link.
- If the answer is no, read the notice. It should say how to ask for a review and the deadline. Yearly money runs out. A no is sometimes about funds, not only about income. This guide does not file the appeal for you.
Weatherization is a separate program. The Department of Energy Weatherization Assistance Program is described at https://www.energy.gov/scep/wap/weatherization-assistance-program. It is another application. It is not a same-month patch for this bill. If the home is losing heat, or the heat is unsafe, that is a different request from a LIHEAP bill payment.

Qué cubre la guía

Hay una excepción estrecha: agua que se usa para enfriar la casa, como un enfriador evaporativo. Si tu factura mezcla luz y agua, pregunta a la oficina de LIHEAP qué renglón pueden tocar. No lo adivines en la aplicación del banco.
El programa no borra toda la factura. El dinero del año se acaba. La guía de Pasos USA dice que, en un año dado, cerca de una de cada cinco familias que podrían calificar recibe un beneficio. Un “no” a veces significa que se acabaron los fondos, no solo que los ingresos fueron altos. Si te niegan, el aviso debe decir cómo pedir una revisión. Este texto no lee tu aviso ni calcula tu caso.
Cada lugar pone sus fechas, límites de ingreso y papeles. Unas oficinas aceptan a quien ya tiene SNAP, TANF o SSI. Otras piden ingresos y cuántas personas viven en la casa. Lleva lo que esa oficina publicó este año, no lo que sirvió en otro estado.
Dos llamadas, en este orden
Primero, llama a la compañía antes de la fecha de vencimiento. Pregunta por un plan de pagos, una prórroga o un acuerdo por escrito. Anota el nombre de quien te atiende, la fecha y un número de confirmación. Pide el acuerdo por escrito. Un plan con la compañía es un acuerdo con quien puede cortarte el servicio. No es LIHEAP.
Después, busca la oficina de LIHEAP. Usa el mapa de ACF o llama a la línea NEAR, 1-866-674-6327. NEAR contesta de lunes a viernes, de 9:00 a.m. a 7:00 p.m., hora del Este. Esa línea solo orienta. No es la ventanilla que aprueba tu caso.
Nadie debe cobrarte por marcar ese número ni por “meterte”. Si un mensaje pide una tarjeta de débito para apartar la ayuda, cuelga.
Pasos que recorre la guía
- Saca la factura y el número de cuenta. Anota el nombre del titular, la dirección del servicio, el vencimiento y el saldo. Si la luz y el gas vienen en la misma factura, marca cada renglón. No envíes esa foto a un desconocido.
- Llama a la compañía antes del vencimiento. Pregunta por un plan de pagos o una prórroga. Pide el acuerdo por escrito o un número de confirmación. Anota el día, la hora y el nombre.
- Busca la oficina de LIHEAP de tu estado o territorio. Usa el mapa de ACF o la línea NEAR, 1-866-674-6327, de lunes a viernes, de 9:00 a.m. a 7:00 p.m., hora del Este. El gobierno federal no toma la solicitud.
- Lee las reglas de este año, no las viejas de un vecino. Revisa fechas de apertura, ingresos, personas en el hogar y si piden SNAP, TANF o SSI. La hoja informativa de ACF explica el programa. Tu estado dice si estás dentro de las reglas.
- Reúne solo lo que esa oficina pidió. Puede incluir identificación, comprobante de domicilio, una factura reciente y prueba de ingresos, si la lista lo dice. No pagues a alguien para armar el paquete.

- Si llega un no, lee el aviso. Ahí debe decir cómo pedir una revisión y hasta qué fecha. El dinero del año se acaba. Un no a veces es por fondos, no solo por ingresos. Esta guía no apela por ti.
La climatización (weatherization) es otro programa. No es un parche de la factura de este mes. Si la casa pierde calor, o el calor es peligroso, eso es un pedido distinto de un abono de LIHEAP.
