FERC Environmental Assessment for Rockies Express "Critical Energy Reliability Link": 153.8-Mile Gas Lateral to Colorado Springs, Comments Due November 2

FERC staff released an environmental assessment for Rockies Express Pipeline's Critical Energy Reliability Link Project (Docket CP25-539). The project is a new 153.8-mile, 24-inch natural gas lateral and the LaSalle compressor station across Weld, Adams, Arapahoe, Elbert and El Paso counties, Colorado, built to serve Colorado Springs Utilities. Comments are due November 2, 2026.

Staff of the Federal Energy Regulatory Commission (FERC) prepared an environmental assessment (EA) for the Critical Energy Reliability Link Project, proposed by Rockies Express Pipeline LLC (REX). Notice of availability was published in the Federal Register on October 8, 2026 under Docket Nos. CP25-539-000 and CP25-539-001.

REX wants to provide up to 100,000 dekatherms per day of firm natural gas transportation and 50,000 Dth/d of no-notice service to Colorado Springs Utilities.

What would be built

The EA covers facilities in Weld, Adams, Arapahoe, Elbert and El Paso counties, Colorado:

  • About 153.8 miles of new 24-inch natural gas pipeline (the Lateral)
  • About 7.0 miles of new 24-inch pipeline (Horizon Spur) and about 1.6 miles of 24-inch pipeline (Williams Creek Spur)
  • A new 6,300-horsepower electric motor-driven LaSalle Compressor Station
  • About 0.3 mile of interconnect piping at Cheyenne Connector, three interconnect sites, and the LaSalle, Clear Springs, Horizon and Williams Creek meter stations

REX would also lease 250,000 Dth/d of unsubscribed capacity on the Cheyenne Connector Pipeline and 1,500,000 dekatherms of unsubscribed storage at East Cheyenne Gas Storage. Those companies propose to abandon that capacity by lease to REX.

What FERC staff concluded

The EA concludes that approving the project "would not constitute a major federal action significantly affecting the quality of the human environment." That is a staff finding. The Commission has not yet voted on whether to authorize the project.

Landowners along the route on the Front Range plains east of Denver, from Weld County south to El Paso County, should check whether their parcels are on the alignment.
