The Federal Energy Regulatory Commission published a notice on September 24, 2026 that Transcontinental Gas Pipe Line Company, LLC (Transco) filed an application under section 7(c) of the Natural Gas Act for its Leidy Access Expansion Project. The filing is Docket No. CP26-576-000.
What Transco asked FERC to authorize
Located in Luzerne County, Pennsylvania, the Project would:
- Construct approximately 3.38 miles of 42-inch-diameter pipeline loop (the Diamond Loop).
- Modify existing Compressor Station 515 to include pig launcher/receiver and tie-in facilities.
- Construct a new mainline valve site at the terminus of the Diamond Loop.
- Construct related appurtenant facilities.
Transco says the Project would provide 183,100 dekatherms per day of incremental firm transportation service. Estimated Project cost: $54.7 million, with an incremental recourse rate proposed.
Intervention and comment clock
- Deadline to intervene, protest, or comment: 5:00 p.m. Eastern Time on October 13, 2026.
- Reference docket CP26-576-000 on every filing.
- Electronic options: FERC eComment or eFiling at ferc.gov; paper filings to the Commission Secretary as listed in the notice.
- Office of Public Participation: (202) 502-6595 or OPP@ferc.gov.
Filing a comment alone does not make you a party. To become a party with rehearing rights, you must intervene under FERC Rule 214 by the deadline.
Transmission lines, rate cases, and electric utility neighbors
This docket is a natural gas transmission certificate case, not an electric rate case. Still, neighbors along proposed transmission lines, compressor stations, and related construction often watch FERC dockets the same way electric utility customers watch rate cases — because construction windows, temporary workspace, and permanent rights-of-way show up in the application and later environmental documents.
Within 90 days of the notice, Commission staff either complete environmental review into the public record or issue a Notice of Schedule for Environmental Review.
