USGS Moves to Renew Its Survey of U.S. Metal and Ferroalloy Consumers Behind Federal Mining and Critical-Mineral Statistics; Comments Due Around November 12

The U.S. Geological Survey is asking OMB to renew its Consolidated Consumers' Report, a voluntary survey of about 251 U.S. companies on how much of 12 metals and ferroalloys they use. USGS says the data feed its mining and mineral statistics and help set National Defense Stockpile goals. Comments run 30 days from October 13.

The U.S. Geological Survey (USGS) has asked the Office of Management and Budget to renew, without change, the Consolidated Consumers' Report (USGS Form 9-4117-MA, OMB Control Number 1028-0070). The notice is on Federal Register public inspection as FR Doc. 2026-20829 and is scheduled to publish October 13, 2026, with a 30-day comment period that ends about November 12, 2026.

What the survey is

USGS says companies that respond report how much of 12 metals and ferroalloys they use in the United States. Some of these are considered strategic and critical. USGS says the data help set National Defense Stockpile goals.

The numbers feed the USGS Minerals Yearbook, the monthly Mineral Industry Surveys and the annual Mineral Commodity Summaries. Government, industry and the public use these to follow the mining and metals supply chain.

The numbers USGS gives

  • Respondents: about 251 U.S. businesses that use nonfuel minerals
  • Responses a year: 1,373
  • Time per response: 45 minutes
  • Total burden: 1,030 hours a year
  • Participation: voluntary, annual
  • A 60-day notice ran August 3, 2026 (91 FR 48923). USGS says it received no public comments.

Why it matters

Debates about domestic mining and critical minerals depend on knowing how much U.S. manufacturers actually use. This survey is one of the federal government's main sources for that figure.
