    FAA ends Cessna single-pilot training exemptions

    The Federal Aviation Administration published a policy statement ending a forty-year practice: exemptions that let certain Cessna Citation CE-500-series jets type-certificated for two pilots fly as single-pilot operations. Citing safety concerns and a review that found widespread non-compliance with exemption conditions, the FAA will stop issuing those training exemptions and will rescind current ones by separate action. Pilots who got single-pilot endorsements from exempted trainers must stop single-pilot ops in aircraft that still require two pilots under the regulations — they have no remaining relief. The spice for an OSINT desk is institutional: Part 25 CE-500 variants (and large-airplane SIC rules under part 91) stay two-crew on paper, while the long exemption bridge that blurred Part 23 and Part 25 Citation practice is being pulled.     DOT finalizes DBE rules without race-sex presumptions

    The Department of Transportation finalized amendments to its Disadvantaged Business Enterprise and Airport Concession DBE regulations, locking in the October 3, 2025 interim final rule that dropped race- and sex-based presumptions DOT called unconstitutional. The final rule completes the shift to individualized determinations of social and economic disadvantage — including a personal-narrative path — and tunes administrative fixes raised in comments. Effective the Friday of publication (September 25, 2026), this is the constitutional-compliance rewrite for federally assisted highway, transit, and airport concession contracting, not a new set-aside dollar target. For a publisher-desk watch, the beat is sequential governance: executive orders and case-law pressure, an IFR that ripped out group presumptions, then a final rule that says the new individualized system is the lasting CFR text.     ITC schedules tin-mill AD/CVD finals on three sources

    The International Trade Commission scheduled the final phase of antidumping and countervailing duty investigations on tin mill products from China, Taiwan, and Turkey — Investigation Nos. 701-TA-792 and 731-TA-1786-1788 (Final). The merchandise is flat-rolled steel coated or plated with tin, chromium, or chromium oxides: tinplate and tin-free/electrolytic chromium-coated steel used in cans and packaging lines. Commerce has already preliminarily found Chinese tin mill products subsidized and sold at less-than-fair-value; Taiwan and Turkey AD preliminaries were still pending when the Commission set the calendar. A public hearing is set for December 4, 2026, with prehearing briefs due November 27 and posthearing briefs December 11. For an OSINT desk, this is the injury-vote clock after Friday’s DDR5 section 337 institution — different statute, same trade-remedy tempo. Can makers, steel service centers, and importers should treat the scheduling notice as the start of the final-phase paper fight, not a duty order yet.

    FAA posts Terran R FONSI/ROD for Cape Canaveral SLC-16

    The FAA announced availability of its Finding of No Significant Impact and Record of Decision for Relativity’s Terran R Space Launch Program at Cape Canaveral Space Force Station. Space Force led the 2024 Final Supplemental Environmental Assessment; FAA was a cooperating agency. Relativity’s proposed action is to launch Terran R from Space Launch Complex 16 after retiring Terran 1, and the company still needs an FAA vehicle operator license plus related airspace closures. FAA independently reviewed the SEA, then issued a FONSI/ROD concurring with and formally adopting the impact analysis and findings — the NEPA stamp that sits beside the license path, not the license itself. For a Saturday desk, the spice is sequential space governance: USSF FONSI in January 2024, then FAA’s adopting FONSI/ROD signed September 18, 2026, and published in the Monday book.
