FEMA amends every FY2026 Homeland Security Grant award to fix a fusion center clause (Oct. 9, 2026)
FEMA said on Oct. 9, 2026, that the wording of the "Fusion Center Intelligence Support, Coordination, and Reporting Requirement" article in all Fiscal Year 2026 Homeland Security Grant Program awards was wrong because of an administrative error. The agency is amending that article in every award, effective immediately, and explains the change in Information Bulletin No. 589.

The Federal Emergency Management Agency (FEMA), part of the U.S. Department of Homeland Security, told grant recipients on Friday, Oct. 9, 2026, that it is changing all of its Fiscal Year 2026 Homeland Security Grant Program (HSGP) awards.
Each FY2026 award includes an agreement article called "Fusion Center Intelligence Support, Coordination, and Reporting Requirement." FEMA says the language in that article was wrong because of an administrative error. The fix takes effect right away and applies to every FY2026 HSGP award. Fusion centers are state and major-city hubs where federal, state and local agencies share threat information.
What recipients should know
- FEMA will record the amendment in the award file of each affected grant in its FEMA Grants Outcomes (FEMA GO) system.
