The hearing is in the County Commission Chambers, 400 W. Stephen Street, Suite 205, Martinsburg, West Virginia 25401, as the September 30, 2026 legal notice names it.
The notice itself does not print a time zone or a floor. The county's news flash from the same day adds that the chambers are on the second floor. The notice does not print Suite 201. Copies of the plan are at the Planning Office, Suite 203, on the same street. The Judicial Center at 380 West South Street is not the hearing site.
