Tooele City’s October newsletter: an $11 million bond for the wastewater plant, a new water-wise garden and Downtown Trick-or-Treat on Oct. 31
Tooele City’s October 2026 Ninety North Main newsletter says the city is preparing to issue an approximately $11 million bond to upgrade its 25-year-old Water Reclamation Facility, is planting more than 1,600 plants in a new West Meadows Conservation and Demonstration Garden, and will hold Downtown Trick-or-Treat on Saturday, Oct. 31, from 2 to 4 p.m.

Tooele City posted the October 2026 issue of Ninety North Main, its monthly newsletter, on Tuesday, Oct. 13, 2026. Notice Nearby read the issue and pulled out what residents can use, in our own words.
The lead item is Mayor Maresa Manzione’s message on the city’s Water Reclamation Facility, the plant that treats Tooele’s wastewater. The mayor writes that the city is preparing to issue a bond of about $11 million to pay for major upgrades there, and that current sewer rates already include the payment for that bond. Part of the cost will be offset by impact fees collected from new development.
The issue also covers a new water-wise demonstration garden, the city’s October event calendar and Downtown Trick-or-Treat on Saturday, Oct. 31.
The wastewater plant bond
The mayor writes that the Water Reclamation Facility was built about 25 years ago and was state of the art at the time, but several areas now need substantial upgrades to stay efficient and meet current and future demand.
The plant recently had a few operational problems caused by unexpected surges of waste entering the system. According to the mayor, staff restored normal operations without any interruption to service, and the city has ordered additional ditch aerators to help handle similar situations.
The planned bond of about $11 million is meant to modernize the facility’s greenhouses with solar drying panels, which dry the treated solids faster, and to upgrade its ultraviolet (UV) treatment system, along with other needed improvements. The mayor notes the bond will not cover every future upgrade the plant will eventually need.
A new water-wise garden
Tooele City Public Works is building the West Meadows Conservation and Demonstration Garden on city property near a city water tank, to show landscaping that thrives in the local climate while using less water.
The project is funded by a grant from the Utah Department of Agriculture and Food through the Utah Pollinator Habitat Program. More than 1,600 plants are going in now, with trees and other improvements to follow. Groups interested in volunteering can contact Tooele City Public Works at 435-843-2130.
