White House week in review: diesel tax deferral and dyed diesel on highways, a Sparrows Point shipyard, and Columbus Day (Oct. 5–11, 2026)

The White House says an Oct. 5 executive order lets off-road "dyed" diesel be used on highways for now and defers the federal diesel excise tax for the rest of 2026 without interest or penalties. It also announced Arsenal-2, an Anduril shipyard at Sparrows Point in Baltimore County, Md., with about 3,100 direct jobs and $3.7 billion in private investment.

The White House sent its weekly briefing for Oct. 5–11, 2026, on Sunday, Oct. 11. Here are the main actions it reported, in plain terms.

Diesel relief. On Oct. 5 the President signed an executive order on diesel fuel. According to the White House, it does two things for now: it temporarily allows off-road "dyed" diesel, which is normally untaxed and limited to farm and off-highway use, to be used in highway vehicles, and it defers the federal diesel excise tax for the rest of 2026 without interest or penalties. The White House estimates savings of more than $100 per fill-up for a truck. The order tells the Secretary of Agriculture to make sure farmers can get dyed diesel in high-demand areas, and tells the Secretary of Transportation to work with states, industry and labor on access.

Truckers and farmers should read the order and the fact sheet before changing how they buy or report fuel. The order defers the tax; it does not say the tax is forgiven, and state fuel taxes and state dyed-diesel rules are separate.

  • Diesel supply: The White House says Russia agreed to supply more than 300,000 tons of diesel right away, 500,000 tons in November and 1,000,000 tons after that, with 3,000,000 more tons to follow (about 4.8 million tons in all). It also cites Europe's release of 100 million barrels of refined diesel from strategic reserves.
  • Shipyard: On Oct. 6 the President and defense company Anduril announced Arsenal-2, a new shipyard at Sparrows Point in Baltimore County, Md. It is planned to build Virginia-class submarine parts and autonomous vessels, with about 3,100 direct jobs, more than 11,000 indirect jobs, $3.7 billion in private investment and up to $2.9 billion from the Navy.
  • Investments: The White House counted $31.3 billion in new company commitments for the week, including Becton Dickinson ($19 billion, to make the needles it sells in the U.S. with U.S. steel), Google and Constellation Energy ($4.3 billion in Illinois, Pennsylvania and New Jersey), Anduril ($3.7 billion, Maryland), Bayer ($2.2 billion, Ohio), Caterpillar ($1 billion, North Carolina), Ultium Cells ($1 billion, Tennessee), Coastal Machine & Supply ($25.5 million, Louisiana) and Mayville Engineering ($25 million, Georgia). It also noted AstraZeneca's $1 billion expansion in Massachusetts.
  • Science: The President presented the National Medals of Science and the National Medals of Technology and Innovation, and the administration announced new science initiatives.
  • Trump Accounts: The White House says the new child savings accounts now cover nearly 70 million American children.
  • Proclamations and laws: Columbus Day is Monday, Oct. 12, 2026. The President also proclaimed National Energy Dominance Month, recognized Leif Erikson Day, German American Day, Fire Prevention Week and Child Health Day, and signed H.R. 5345, S. 766 and S. 195 into law.
