BIS’s Office of Export Enforcement renewed the temporary denial order against URAL Airlines JSC of Yekaterinburg — and this time the Under Secretary stretched the clock. The order is effective immediately and remains in effect for one year, a longer renewal than the familiar 180-day TDO cadence under 15 CFR 766.24. OEE’s August 13, 2026 renewal request argued that Ural keeps operating EAR-subject aircraft classified under ECCN 9A991.b on flights into and within Russia, including routes tied to Sukhumi and other regional gateways, in violation of the September 30, 2025 renewal and the Russia aircraft controls layered on since 2022. No opposition was recorded after attempted service into Russia. For an OSINT desk, the spice is duration plus persistence: a one-year TDO is the public signal that BIS sees an ongoing imminent-violation risk, not a paper renewal on autopilot. U.S. persons and reexporters should treat Ural as fully denied for the next twelve months unless a later FR order cuts it short.

Fed opens GENIUS Act stablecoin rulebook
The Federal Reserve proposed a thick GENIUS Act implementation package for Board-supervised permitted payment stablecoin issuers and related entities under its jurisdiction, plus the Act’s section 4(a)(8) anti-tying prohibition that reaches PPSIs more broadly. Docket R-1899 / RIN 7100-AH29 spans 12 CFR parts 208, 211, 217, 225, 247, and 263 — capital, supervision, and activity rails for issuers of “payment stablecoins” as defined in the statute. Comments close November 30, 2026. The Act’s own effective date is the earlier of eighteen months after enactment or 120 days after primary Federal payment-stablecoin regulators finish their finals, so this NPRM is the Board putting its supervisory architecture on paper while the clock runs. Education recodifies pre-2024 Title IX text
The Department of Education issued a same-day final rule that repeals its April 29, 2024 Title IX amendments and restores the regulatory text that existed before that rulemaking. The Department’s stated reason is procedural clarity, not a fresh policy rewrite: the 2024 rule was preliminarily enjoined in multiple courts in mid-2024, vacated in full in January and February 2025 orders, and has not been enforced for over a year and a half after a January 31, 2025 enforcement announcement (later superseded by February 4, 2025 OCR guidance). Effective September 29, 2026, the CFR again matches the regulations recipients have actually been living under. Schools, Title IX coordinators, and campus counsel should read this as a CFR housekeeping stamp after vacatur — the spice is that the official book finally catches the enforcement reality, reducing the trap of reading a vacated 2024 text as if it were live blackletter.

ITC closes Epson ink-cartridge 337 with a GEO

In Investigation 337-TA-1451, the Commission affirmed (with supplemental findings) an ALJ summary-determination of violation and terminated the case with hard import relief. Complainants Epson Portland, Epson America, and Seiko Epson alleged section 337 violations from ink cartridges and components infringing claims of five U.S. patents (the ’347, ’508, ’037, ’150, and ’539 patents). The Commission issued a general exclusion order barring infringing cartridges and components at the border, plus cease-and-desist orders against respondents Mountain Peak, Inc. and Straightouttaink, LP. Named respondents in the investigation included several Guangdong and Hong Kong cartridge sellers.
