The Department of the Air Force published a notice of intent to prepare a Supplemental Environmental Impact Statement to the 2023 Sentinel (formerly GBSD) EIS and May 2023 Record of Decision covering replacement of every land-based Minuteman III ICBM at F.E. Warren AFB (Wyoming), Malmstrom AFB (Montana), and Minot AFB (North Dakota) and their missile fields across five states. The stated reason is blunt: the original plan to convert existing Launch Facility sites into Sentinel Launch Silo sites could not hit program milestones because of cost and schedule risk, and a July 2024 Acquisition Decision Memorandum restructured the program. The new proposed action leans on new-built silos: up to 30 new Launch Silo sites at F.E. Warren and up to 60 at Malmstrom and Minot, closure in place of a selected number of the 150 current Minuteman III sites, land acquisition and field expansion at F.E. Warren and Minot, new fiber-optic utility corridors, and MH-139 Grey Wolf refueling and rearming at selected launch centers. The Air Force says the 2023 plan itself is no longer achievable. Scoping runs 30 days. The draft SEIS is expected in fall 2027 and the final in spring 2028.

NRC puts a draft EIS on four AP1000s beside Pantex
NRC issued for comment a draft Environmental Impact Statement on Fermi America's combined license application for four Westinghouse AP1000 pressurized-water reactors, Project Matador Nuclear Units 1–4, at the Project Matador Advanced Energy and Intelligence Campus in Carson County, Texas, adjacent to the Department of Energy's Pantex Plant. Fermi America filed the first part of the application on June 17, 2025, and the non-site-specific safety chapters on August 20, 2025. It is taking part in NRC's NEPA pilot, in which the applicant prepares the draft EIS under NRC supervision. The draft weighs issuing the COL against the no-action alternative of denial. Why the desk cares: this pairs gigawatt-class baseload with an 'intelligence campus' (read: AI data-center load) next to the nation's nuclear-weapons assembly site, so it's a test case for how fast the applicant-drafted EIS path can move a large light-water build. Comments are due November 23, 2026 under Docket NRC-2026-0100. The draft is in ADAMS as ML26261A417.

Netlist–Samsung DRAM 337 ends in settlement
The ITC decided not to review Order No. 31, an ALJ initial determination granting an unopposed motion to end the DRAM investigation brought by Netlist, Inc. of Irvine, California. The case is terminated. Instituted January 2, 2026, the investigation named Samsung Electronics (Suwon, plus its Plano, Texas U.S. arms), Google LLC, and Super Micro Computer, Inc. under five Netlist patents, including the '366, '731, '608, '523, and '087. Netlist and Samsung moved jointly on August 18, saying their agreements fully resolve the dispute, including for any remaining respondents that get accused products from Samsung. Google and Super Micro did not oppose, and OUII supported. What's at stake: an exclusion order on Korean server DRAM would have hit U.S. hyperscaler and AI-server supply chains. That risk is off the table for this docket, though the settlement terms are not in the notice.

ITC schedules full sunset reviews on Moroccan and Russian phosphate

The ITC scheduled full five-year reviews of the countervailing duty orders on phosphate fertilizers from Morocco and Russia and used its authority to extend the review period by up to 90 days. In June the Commission found that responses justified full rather than expedited reviews. The prehearing staff report goes on the nonpublic record March 15, 2027. An in-person hearing opens at 9:30 a.m. on April 1, 2027. Entries of appearance and APO applications are due 45 days after publication. Why it matters: the orders sit on a key input for Corn Belt and Plains growers, and Russia's side ties U.S. trade remedies to a sanctioned-economy supplier. Revocation would reopen cheaper import flows. Continuation keeps the duties in place for domestic producers. Expect farm groups and the domestic industry to clash on the record.
