Isaias lands after SBA's fiscal-2026 disaster ledger closed

As the Florida Panhandle starts counting Isaias damage, SBA filed its required list of state and tribal requests for an SBA disaster declaration in fiscal 2026. Congress ordered the list in the explanatory statement to the Consolidated Appropriations Act, 2026. It is current only as of September 30, 2026, and Isaias is not on it. The ledger runs from Arizona's Gila County flooding and a Florida algal-bloom water contamination event in fall 2025 through apartment fires, winter storms, tornadoes, and Alaska's Typhoon Halong remnants. Nearly every row reads 'Approved,' often within a few days of the state's request. Why the desk cares: any Panhandle request tied to Isaias will appear on the fiscal-2027 list, not this one. SBA's own declarations are the route to low-interest disaster loans for homeowners, renters, and small businesses when a county misses the cut for a major declaration. Watch whether Tallahassee files for SBA-only relief in counties that miss the FEMA threshold.

CFTC moves to pull leveraged retail crypto onto regulated exchanges
The CFTC posted an advance notice of proposed rulemaking, 'Regulation Crypto Asset Transactions and Regulation Crypto Asset Markets' (RIN 3038-AF80). It covers the retail-commodity provision of the Commodity Exchange Act, section 2(c)(2)(D), which makes leveraged, margined, or financed retail commodity deals unlawful off a designated contract market unless actual delivery happens. The Commission wants 'fit-for-purpose' rules for crypto. The notice describes offshore-style offers of up to 100-to-1 leverage, reviews the 2020 actual-delivery guidance that was later withdrawn, and builds on the listed-spot-crypto initiative under Acting Chairman Pham. The spicy part: the CFTC is staking out retail spot-plus-leverage crypto as its territory and asking how DCMs could list it with clearing and surveillance. Comments are due 60 days after publication.

DEA resets the 7-OH kratom line one day after HHS's letter
DEA filed a notice of intent to temporarily place 7-hydroxymitragynine (7-OH) and mitragynine pseudoindoxyl in Schedule I when either one, or both combined, exceed a new threshold. That means more than 1 mg per gram for solids or 1 mg per milliliter for liquids, or a mitragynine-to-7-OH mass ratio below 100. The trigger was an October 8, 2026 HHS letter, and DEA filed the next day. A separate document withdraws DEA's July 7-OH notice, which used a lower HHS threshold. The August 26 temporary order putting mitragynine pseudoindoxyl in Schedule I with no threshold stays in force until it is replaced. The agencies concede the new line lets some products stay on shelves, but say neither has found below-threshold use safe. For gas-station 'kratom shot' sellers, the ratio test is the one that matters.

OFAC adds Iran's automotive and rail sectors to the E.O. 13902 net

Treasury's OFAC is publishing an October 1 determination that extends section 1(a)(i) of Executive Order 13902 to the automotive and rail sectors of Iran's economy. It took effect when it was posted on OFAC's website. Anyone determined to operate in those sectors can now have their property blocked, joining construction, mining, manufacturing, textiles, and other sectors already designated. Director Bradley T. Smith signed it after consulting the State Department. Why it matters: rail and autos are Iran's logistics and industrial-jobs backbone, and the sector hook gives Treasury a fast way to designate foreign suppliers, rolling-stock partners, and parts brokers without a new executive order. Expect designations to follow the determination.
